You may consider writing a by-lined article, or simply answer one or more of the following questions (copy/paste into an email):

Who is responsible for water meter regulations and installations?
When is a Water Meter required on a fire sprinkler system?
What are some of the related problems or concerns with water meters?
Other comments?
